On 18 November 1919 the Whites' city administration in Mykolaiv ordered preliminary censorship of printed publications[1]. So it was in Kyiv as well: an order of general Mai-Maevsky, head of the Whites' administration, subjected all publications to military censorship - publishing only with the governor's permission, with every issue presented to the prosecutor[2].
