DECOLONIAL.IST is a knowledge base of Russian colonialism, built on the experience of the peoples who survived it and are living through it still. The project treats the Tsardom of Muscovy, the Russian Empire, the USSR and the Russian Federation as one empire, a single actor of colonial policy. Documented campaigns from the 16th century to the present demonstrate the recurrence of the methods of colonization.

The project studies the empire the way military analysts study an adversary: through its recurring tactics, techniques and procedures, in order to predict its actions and prepare countermeasures. The primary sources of the knowledge base are collected in an open archive: the testimony of survivors and of the colonizers themselves, the empire's laws and decrees, court rulings, and materials of the UN and other international organizations. A single classification provides the basis for a comparative analysis of the colonization of different peoples.

DECOLONIAL.IST is open and free for any person or organization. The project builds on the tooling and ecosystem of MITRE ATT&CK.
