Aggressors may covertly finance, train, arm, and provide informational support to marginal or radical groups within the colonized society. The artificial escalation of internal conflicts and the incitement of violence from outside weakens the law-enforcement system of the Indigenous people, destabilizes the region, and creates a convenient pretext for the colonizer's external intervention under the guise of a peacekeeping operation or the restoration of order.
State support for reactionary organizations: "The organization received financial support from the state and was patronized by Russian emperor Nicholas II. In 1907 there existed about 800 local branches of the 'Union'"[1].
The instigation of armed clashes in Odesa on May 2, 2014: the UN records the violence committed "in Odesa on 2 May 2014 during clashes between supporters of unity and supporters of the federalization of Ukraine, as a result of which 48 people died, mostly supporters of the country's federalization," and notes that "no one has yet been held to account"[2]. The culmination was the fire in the Trade Union Building where activists had taken refuge: the UN monitoring mission listed among the key uninvestigated questions "what caused the fire in the Trade Union building" and "who are the perpetrators of the killings"[3].
