Establishment of the "Pale of Settlement" (1791)
The introduction of discriminatory legislation that territorially restricted the rights of the Jewish population: decree No. 17,006 of December 23, 1791 confirmed the ban on Jews enrolling in the merchantry in the internal Russian cities and ports, extending the rights of citizenship and burgher status only to the Ekaterinoslav Viceroyalty and the Tauride region[1]. From the totality of such acts emerged the Pale of Settlement, running predominantly through colonized Ukrainian territories.
